Indian Army Foils BAT Strike in Uri; Two Soldiers Martyred in Line of Duty

Indian Army troops successfully repelled a major infiltration attempt and Border Action Team (BAT) strike along the Line of Control (LoC) near Tikka Post in the Uri sector of Baramulla district during the intervening nights of August 12 and 13. The attack, in the Area of Responsibility of 16 Sikh LI (09 Bihar Advance Party) and under Police Station Uri’s jurisdiction, was carried out by Pakistan-based terrorists targeting a forward post. Alert Indian soldiers retaliated swiftly, preventing the infiltration and launching a large-scale cordon and search operation to track militants hiding under the cover of darkness. During the intense exchange of fire, Havaldar Ankit and Sepoy Banoth Anil Kumar sustained fatal injuries while defending their post. The Army paid tribute to their sacrifice, with General Upendra Dwivedi, Chief of Army Staff, stating that the force “salutes the supreme sacrifice” of Sepoy Banoth Anil Kumar and stands in solidarity with the bereaved family. The incident comes amid Operation Akhal, launched on August 1 after intelligence inputs about terrorist presence in South Kashmir’s Akhal forest area. The operation has already claimed the lives of Lance Naik Pritpal Singh and Sepoy Harminder Singh and resulted in the elimination of more than five terrorists. Operation Akhal follows a series of successful counter-terror missions, including Operation Mahadev, which neutralised Lashkar-e-Taiba terrorists involved in a massacre near Srinagar’s Dachigam, and Operation Shiv Shakti on July 29, in which two more militants were killed.

Zelensky Calls Upcoming Trump-Putin Summit a “Personal Victory” for Putin, Rules Out Donbas Withdrawal

Ukrainian President Volodymyr Zelensky said on Tuesday (August 12, 2025) that Russian President Vladimir Putin had achieved a “personal victory” by being invited to talks with former U.S. President Donald Trump on American soil, adding that the meeting would delay the imposition of new sanctions on Moscow. The summit, scheduled for Friday in Alaska, will be the first meeting between a sitting U.S. and Russian president since 2021. Trump aims to broker an end to Russia’s nearly three-and-a-half-year war in Ukraine. Zelensky, who is not slated to attend, voiced concern that Russia could present hard-line demands and that Trump might negotiate a deal requiring Ukraine to cede large areas of territory. “We will not withdraw from the Donbas,” Zelensky stressed. “If we withdraw today — our fortifications, our terrain, the heights we control — we will clearly open a bridgehead for the Russians to prepare an offensive.” The Donbas includes Ukraine’s eastern regions of Lugansk and Donetsk, both claimed by Russia since its 2022 invasion. Zelensky argued that Friday’s summit would effectively push back new U.S. sanctions against Russia — sanctions Trump had promised to impose if Putin refused to stop the war. “First, he will meet on U.S. territory, which I consider his personal victory. Second, he is coming out of isolation because he is meeting on U.S. territory. Third, with this meeting, he has somehow postponed sanctions,” he said. The Ukrainian leader also mentioned receiving a “signal” from U.S. envoy Steve Witkoff that Russia might be open to a ceasefire, though he provided no further details. In preparation for the summit, Russian Foreign Minister Sergei Lavrov spoke by phone with U.S. Secretary of State Marco Rubio. Rubio said in a radio interview that Trump did not see the meeting as a “concession” to Russia. The White House confirmed that the meeting was arranged at Putin’s request. Trump’s spokeswoman Karoline Leavitt said the goal was for the president “to walk away with a better understanding of how we can end this war.” On the battlefield, Zelensky warned that Russian forces had made significant gains near the coal mining town of Dobropillia and were planning new offensives on at least three different sections of the front line. “Russian units have advanced 10 kilometres deep in several spots. They have no equipment, only weapons in their hands. Some have already been found, some destroyed, some taken prisoner. We will find the rest and destroy them in the near future,” he said.

भोपाल में बुधवार को कांग्रेस पीएसी की बैठक, संगठनात्मक नियुक्तियों और ‘वोट सत्याग्रह’ पर होगी चर्चा

कांग्रेस की राजनीतिक मामलों की समिति (PAC) की बैठक बुधवार को भोपाल में होगी। पार्टी नेताओं ने मंगलवार को बताया कि बैठक में ‘वोट सत्याग्रह’ अभियान और लंबित संगठनात्मक नियुक्तियों जैसे अहम मुद्दों पर चर्चा की जाएगी। यह बैठक दिल्ली स्थित एआईसीसी मुख्यालय में हुई उच्चस्तरीय बातचीत के बाद हो रही है, जिसमें राहुल गांधी, के.सी. वेणुगोपाल और अन्य वरिष्ठ नेता मौजूद थे। मध्य प्रदेश कांग्रेस के प्रभारी हरीश चौधरी भी पीएसी बैठक में शामिल होंगे। पीएसी में 25 सदस्य हैं, जिनमें प्रदेश कांग्रेस अध्यक्ष जीतू पटवारी, पूर्व मुख्यमंत्री कमलनाथ और दिग्विजय सिंह, तथा नेता प्रतिपक्ष उमंग सिंघार शामिल हैं। पार्टी सूत्रों के अनुसार, हरीश चौधरी बैठक में एआईसीसी से मिली ताज़ा रणनीतिक निर्देश साझा करेंगे। हाल ही में रीवा में हुए ‘वोट सत्याग्रह’ के बाद इसी तरह के कार्यक्रम भोपाल और जबलपुर में आयोजित किए जाने की संभावना है, जिन्हें आगे चलकर राज्य के सभी जिला मुख्यालयों तक विस्तारित किया जाएगा। सूत्रों का यह भी कहना है कि लंबे समय से लंबित जिला कांग्रेस समिति (डीसीसी) अध्यक्षों की घोषणा भी जल्द की जा सकती है।

पूंजीगत व्यय में तेजी: वित्तीय वर्ष 2026 की पहली तिमाही में शीर्ष तीन राज्यों में मध्य प्रदेश

वित्तीय वर्ष 2026 की पहली तिमाही में पूंजीगत व्यय (Capex) में तेजी लाने वाले शीर्ष तीन राज्यों में मध्य प्रदेश ने स्थान हासिल किया है। इस अवधि में 16 राज्यों ने पिछले वर्ष की तुलना में कैपेक्स में वृद्धि दर्ज की है, जिनमें गुजरात, उत्तर प्रदेश और मध्य प्रदेश क्रमशः 65%, 42% और 41% की वृद्धि के साथ सबसे आगे रहे हैं। मध्य प्रदेश ने इस मामले में उल्लेखनीय प्रदर्शन किया है। केंद्र और राज्यों ने मिलकर वित्त वर्ष 2026 की पहली तिमाही में पूंजीगत व्यय को तेज गति से बढ़ाया है। केंद्र सरकार के अप्रैल से जून 2025 के बीच के अस्थायी आंकड़ों के अनुसार, इस अवधि में कैपेक्स 5% बढ़कर ₹2,75,132 करोड़ हो गया। केंद्र ने पहली तिमाही में अपने बजटेड ₹11.2 लाख करोड़ के पूंजीगत व्यय का एक-चौथाई यानी 25% खर्च कर लिया, जबकि पिछले साल इसी अवधि में यह आंकड़ा सिर्फ 16% था। नियंत्रक एवं महालेखा परीक्षक (CAG) के आंकड़ों के अनुसार, 23 राज्यों ने पहली तिमाही में कुल ₹99,478 करोड़ का पूंजीगत व्यय किया, जो पिछले साल की समान अवधि के ₹81,494 करोड़ की तुलना में 22% अधिक है। मध्य प्रदेश ने इस प्रदर्शन के साथ समृद्ध राज्यों की श्रेणी में शामिल होकर आर्थिक प्रगति का नया संकेत दिया है।

भोपाल में आवारा कुत्तों की संख्या पर काबू पाना चुनौती, नसबंदी केंद्रों का अभाव बना बड़ी समस्या

भोपाल नगर निगम (BMC) की सीमित नसबंदी क्षमता के कारण राज्य की राजधानी में हर साल लगभग 40,000 नए कुत्तों की बढ़ोतरी हो रही है, जबकि आवारा कुत्तों की आबादी नियंत्रित करने के लिए लक्षित प्रयास किए जा रहे हैं। फिलहाल नगर निगम के पास केवल तीन एनिमल बर्थ कंट्रोल (ABC) सेंटर हैं, जो मिलकर हर साल करीब 22,000 नसबंदी करते हैं। विशेषज्ञ मानकों के अनुसार, 85 वार्ड वाले भोपाल में कम से कम नौ नसबंदी केंद्र होने चाहिए, ताकि आवारा कुत्तों की संख्या पर प्रभावी ढंग से नियंत्रण पाया जा सके। बीएमसी का कहना है कि दिसंबर 2024 में 15 करोड़ रुपये की लागत से नौ एबीसी सेंटर स्थापित करने का प्रस्ताव केंद्र सरकार को भेजा गया था, लेकिन अब तक कोई जवाब नहीं मिला है। सामान्य शहरी योजना के मुताबिक, हर 10 शहरी वार्ड पर एक एबीसी सेंटर की आवश्यकता होती है, जबकि भोपाल में केवल तीन ही हैं। अनुमानित रूप से शहर में करीब 1.2 लाख आवारा कुत्ते हैं, जिनमें से लगभग 60,000 प्रजनन करने में सक्षम हैं। बीएमसी के तीन एबीसी केंद्रों में हर साल लगभग 20,000 नसबंदी होती है। उच्च मृत्यु दर के बावजूद, पिल्लों में से लगभग 10% ही जीवित रहते हैं, फिर भी हर साल करीब 60,000 नए कुत्ते बढ़ जाते हैं। इनमें लगभग 30,000 मादा कुत्ते हैं, जो साल में चार से दस पिल्लों को जन्म दे सकती हैं। नसबंदी अभियान इस बढ़ोतरी को रोकने के लिए चलाए जाते हैं, लेकिन नगरपालिका के आंकड़े बताते हैं कि फिर भी शुद्ध वार्षिक बढ़ोतरी करीब 40,000 कुत्तों की होती है। दिलचस्प बात यह है कि प्रस्ताव में बीएमसी ने केरवा-कालियासोत क्षेत्र को नसबंदी के लिए प्राथमिकता दी है, क्योंकि वहां जंगली जानवरों और कुत्तों के बीच टकराव की घटनाएं होती हैं। हालांकि, इस प्राथमिकता से शहर में बच्चों और शिशुओं पर कुत्तों के हमलों की समस्या से ध्यान भटकने की आशंका है।

दिल्ली-एनसीआर की सड़कों से आवारा कुत्तों को हटाने के आदेश पर उठे विवाद के बीच भारत के मुख्य न्यायाधीश (CJI) बी.आर. गवई ने मामले की पुनः समीक्षा का आश्वासन दिया है। शीर्ष अदालत ने सोमवार को बढ़ते कुत्ता काटने और रेबीज़ मामलों को देखते हुए सभी आवारा कुत्तों को आवासीय क्षेत्रों से हटाकर शेल्टर होम में भेजने का आदेश दिया था, जिस पर समाज के अलग-अलग वर्गों से मिली-जुली प्रतिक्रियाएं आईं। जहां एक ओर रेज़िडेंट वेलफेयर एसोसिएशनों (RWAs) ने इस फैसले का स्वागत किया, वहीं पशु अधिकार कार्यकर्ताओं ने तर्क दिया कि नगर निगमों के पास इतनी बड़ी संख्या में कुत्तों को शिफ्ट करने के लिए पर्याप्त संसाधन और धन नहीं हैं। मुख्य न्यायाधीश के सामने आज यह मुद्दा उठाया गया और उन्हें पूर्व के उस आदेश की जानकारी दी गई, जिसमें आवारा कुत्तों के विस्थापन और हत्या पर रोक लगाते हुए मौजूदा कानूनों का पालन अनिवार्य किया गया था। इस पर CJI ने कहा, “मैं इस पर गौर करूंगा,” जिससे हजारों पशु प्रेमियों की उम्मीदें बढ़ गईं। उल्लेखनीय है कि मई 2024 में जस्टिस जे.के. महेश्वरी की पीठ ने इसी तरह की याचिकाओं को हाई कोर्ट भेजते हुए कहा था कि “सभी जीवों के प्रति करुणा दिखाना संवैधानिक मूल्य है”। वहीं सोमवार का आदेश जस्टिस जे.बी. पारदीवाला और जस्टिस आर. महादेवन की पीठ ने पारित किया था, जिन्होंने मीडिया रिपोर्ट्स के आधार पर कहा कि बढ़ते कुत्ता काटने के मामलों को रोकने के लिए आवासीय इलाकों को “डॉग-फ्री” बनाना ज़रूरी है। जस्टिस पारदीवाला ने कहा, “यह कदम हमारे लिए नहीं, बल्कि जनहित में है। इसमें किसी भी तरह की भावनात्मक अपील को स्थान नहीं दिया जाएगा और जल्द से जल्द कार्रवाई होनी चाहिए।” इस आदेश के बाद राजनीतिक हस्तियों से लेकर फिल्मी सितारों तक कई लोगों ने इसका विरोध किया। अभिनेता जॉन अब्राहम ने CJI को एक आपात अपील भेजी, वहीं पूर्व केंद्रीय मंत्री और पशु अधिकार कार्यकर्ता मेनका गांधी ने इसे “अव्यावहारिक”, “वित्तीय रूप से असंभव” और “पर्यावरणीय संतुलन के लिए हानिकारक” करार दिया। पशु अधिकार संगठन पीपल फॉर द एथिकल ट्रीटमेंट ऑफ एनिमल्स (PETA) ने भी इस आदेश की आलोचना करते हुए कहा कि इतने बड़े पैमाने पर विस्थापन न तो वैज्ञानिक है और न ही प्रभावी। PETA इंडिया की सीनियर डायरेक्टर ऑफ वेटरिनरी अफेयर्स डॉ. मिनी अराविंदन ने कहा, “समुदाय अपने मोहल्ले के कुत्तों को परिवार की तरह मानते हैं। उनका विस्थापन और कैद करना कभी सफल नहीं हुआ है और इससे न तो कुत्तों की आबादी कम होगी, न रेबीज़ के मामले घटेंगे और न ही कुत्ता काटने की घटनाएं रुकेंगी।”
