Congress Urges PM Modi to Restore J&K Statehood in Monsoon Session, Cites Constitutional Promises
Leader of Opposition Rahul Gandhi and Congress President Mallikarjun Kharge have written a joint letter to Prime Minister Narendra Modi, urging him to introduce legislation in the upcoming Monsoon Session of Parliament to restore full statehood to Jammu and Kashmir. In their letter, the Congress leaders said that downgrading a full-fledged state to a Union Territory — as was done with Jammu and Kashmir in 2019 — is without precedent in independent India. They reminded the Prime Minister of his repeated commitments to restore the region’s statehood, including assurances made in Parliament and public forums. “The Prime Minister has, on multiple occasions, personally reiterated the government’s commitment to restoring statehood,” the letter read, citing at least two public statements made by PM Modi last year. The Congress leaders said the people of Jammu and Kashmir have, for the last five years, consistently demanded the return of full statehood, a demand rooted in democratic and constitutional rights. They also pointed out that, while India has granted statehood to Union Territories in the past, never before has a state been reduced to a Union Territory. The letter further reminded the Prime Minister that the Union Government, during hearings in the Article 370 case, had assured the Supreme Court of its intention to restore statehood “at the earliest.” In response to the Congress appeal, Jammu and Kashmir’s former Chief Minister Omar Abdullah thanked Rahul Gandhi and Mallikarjun Kharge. “We are only demanding what was promised to us in Parliament, the Supreme Court, and in public speeches,” he said, urging the Centre to act swiftly on the matter. The Congress also highlighted the need for constitutional safeguards for Ladakh and called on the government to extend protections under the Sixth Schedule of the Constitution to the region, ensuring preservation of its culture and autonomy. The joint letter is being interpreted as a signal that the INDIA bloc — the opposition alliance — may raise the issue of Jammu and Kashmir’s statehood in a major way during the upcoming session of Parliament. Congress leaders concluded their appeal by urging the Modi government to “bring forward legislation in the upcoming Monsoon Session to grant full statehood to Jammu and Kashmir.” Jammu and Kashmir lost its statehood and special constitutional status on August 5, 2019, after the Centre abrogated Article 370 and reorganized the region into two Union Territories — Jammu & Kashmir and Ladakh.
