भोपाल में हाई-प्रोफाइल चोर गिरोह का पर्दाफाश: दो इंजीनियर और एक प्राइवेट कर्मचारी गिरफ्तार, ₹1.5 करोड़ की चोरी में लिप्त

भोपाल पुलिस ने गुरुवार को एक हाई-प्रोफाइल चोर गिरोह का भंडाफोड़ किया है, जिसमें दो कंप्यूटर साइंस इंजीनियर और एक प्राइवेट फर्म कर्मचारी शामिल हैं। इन तीनों ने शहर में ₹1.5 करोड़ से अधिक की चोरियों को अंजाम दिया था। गिरोह चोरी से प्राप्त सोना और नकदी को लोन के जरिए रियल एस्टेट में निवेश कर रहा था। सफेद कार बना पहचान का सुराग भोपाल के पुलिस आयुक्त हरिनारायणचारी मिश्र ने बताया कि यह जांच 14 मई को डैनिश कुंज इलाके में हुई बड़ी चोरी के बाद शुरू हुई। घटनास्थल के पास एक संदिग्ध सफेद कार सीसीटीवी में नजर आई। गाड़ी का नंबर स्पष्ट नहीं था, लेकिन मुखबिरों से मिली जानकारी के आधार पर पुलिस को यशवंत रघुवंशी (विदिशा निवासी), भूपेंद्र साहू (रायसेन निवासी, वर्तमान में कटारा हिल्स में रहने वाला) और अभिलाष विश्वकर्मा (छिंदवाड़ा निवासी) पर शक हुआ। तीनों की गिरफ्तारी और कबूलनामा पुलिस ने यशवंत को विदिशा से, भूपेंद्र को कटारा हिल्स से और अभिलाष को छिंदवाड़ा से गिरफ्तार किया। पूछताछ में तीनों ने कोलार रोड के तीन स्थानों और कटारा हिल्स में एक स्थान पर चोरी की बात स्वीकार की। दिन में रैकी, रात में वारदात गिरोह दिन के समय खाली मकानों की पहचान करता और रात में बाहरी साथियों को बुलाकर चोरी करता। सहयोगियों को होटल में ठहराया जाता और चोरी के बाद उन्हें लूट का हिस्सा देकर शहर से बाहर भेज दिया जाता था। लूट से रियल एस्टेट में निवेश मुख्य आरोपी चोरी का सोना मांडीद्वीप स्थित मुथूट फाइनेंस में गिरवी रखकर लोन लेते थे, जिससे रियल एस्टेट में निवेश किया जाता था। पुलिस ने ₹40 लाख मूल्य का सोना फाइनेंस कंपनी से जब्त कर फ्रीज़ किया है। शैक्षणिक पृष्ठभूमि और जब्ती तीनों आरोपी उच्च शिक्षित हैं — यशवंत और अभिलाष कंप्यूटर साइंस इंजीनियर हैं, जबकि भूपेंद्र एक निजी कंपनी में कार्यरत है। पुलिस ने इनके पास से सोने-चांदी के आभूषण, चांदी के सिक्के और ₹24,000 नकद बरामद किए हैं। इनके बैंक खातों को भी फ्रीज़ कर दिया गया है, जिनमें चोरी से संबंधित ₹60 लाख की अतिरिक्त लेन-देन का पता चला है। पुलिस की सख्त कार्रवाई भोपाल पुलिस ने इस मामले को संगठित और पेशेवर अपराध मानते हुए, आगे की जांच के लिए वित्तीय लेन-देन और रियल एस्टेट निवेश पर विशेष ध्यान देने की बात कही है। पुलिस अब यह पता लगाने में जुटी है कि कहीं और भी इस गिरोह ने चोरी की घटनाओं को अंजाम तो नहीं दिया।

भोपाल नगर निगम (बीएमसी) ने पिछले तीन वर्षों में भवन निर्माण की अनुमति लेने वाले आवेदकों से वर्षा जल संचयन को बढ़ावा देने के नाम पर तीन करोड़ रुपये से अधिक की राशि सुरक्षा निधि के रूप में जमा की है। लेकिन हैरानी की बात यह है कि इस राशि से अब तक एक भी वर्षा जल संचयन प्रणाली स्थापित नहीं की गई है। भूमि विकास नियम, 2012 के तहत जमा होती है राशि वर्ष 2012 के भूमि विकास नियमों के अनुसार, भवन अनुमति के लिए आवेदन करने वाले व्यक्तियों को वर्षा जल संचयन स्थापना के लिए एक सुरक्षा शुल्क जमा करना अनिवार्य है। यह राशि वापस पाने योग्य होती है, बशर्ते कि आवेदक वर्षा जल संचयन प्रणाली स्थापित कर उसका प्रमाण निगम को प्रस्तुत करे। न धन वापसी का दावा, न सिस्टम की स्थापना व्यवहार में देखा गया है कि अधिकांश संपत्ति मालिक वर्षा जल संचयन प्रणाली स्थापित करने के बाद भी अपनी जमा राशि की वापसी का दावा नहीं करते। वहीं, नगर निगम इन अप्रयुक्त धनराशियों का कोई सकारात्मक उपयोग भी नहीं कर पाया है। वर्ष 2022-23 में ₹1.07 करोड़, 2023-24 में ₹80.48 लाख, और 2024-25 में ₹1.16 करोड़ की राशि निगम ने एकत्र की, परंतु अब तक इससे न तो कोई प्रणाली स्थापित की गई और न ही जनजागरूकता बढ़ाई गई। पानी संकट वाले शहर में यह बड़ी चूक विशेषज्ञों का कहना है कि जल संकट झेल रहे शहर के लिए यह गंभीर चूक है। इस निधि का उपयोग न होना पर्यावरणीय प्रयासों को कमजोर करता है और साथ ही पारदर्शिता व जवाबदेही पर भी सवाल खड़े करता है। इंदौर मॉडल से तुलना में बीएमसी पिछड़ा इसके विपरीत, इंदौर नगर निगम ने इस दिशा में प्रभावी कदम उठाए हैं। वहां न सिर्फ वर्षा जल संचयन प्रणाली की निगरानी की जाती है, बल्कि स्थापित करने वालों को सुरक्षा निधि की वापसी भी सुनिश्चित की जाती है। नगर निगम की स्वीकारोक्ति भोपाल नगर निगम के सिटी प्लानर अनूप गोयल ने स्वयं इस विफलता को स्वीकार किया। उन्होंने कहा कि बहुत कम भवन मालिक वर्षा जल संचयन स्थापित करने के बाद अपनी जमा राशि वापस मांगते हैं। उन्होंने बताया कि 140 वर्ग फुट से बड़े भवनों में यह प्रणाली अनिवार्य है और पूर्व में निगम द्वारा जनजागरूकता अभियान भी चलाए जाते थे। वर्षा जल संचयन: क्या है और क्यों जरूरी है वर्षा जल संचयन एक जल संरक्षण तकनीक है, जिसमें बारिश के पानी को एकत्र कर भविष्य के उपयोग के लिए संग्रहित किया जाता है। इससे भूमिगत जलस्तर में सुधार होता है और कुओं व नलकूपों की जल उपलब्धता बढ़ती है। यह प्रणाली छतों से पानी एकत्र कर टैंकों या गड्ढों में संग्रहित करती है और विशेषकर जल संकट वाले क्षेत्रों में यह अत्यंत लाभकारी सिद्ध होती है।
