भोपाल। देश के पहले चरण में चयनित स्मार्ट सिटी मिशन 2016 के तहत शुरू हुआ राजधानी भोपाल का स्मार्ट सिटी प्रोजेक्ट 9 साल बाद भी अधूरा है। TT नगर के उत्तर और दक्षिण हिस्से में फैले 342 एकड़ क्षेत्र को अत्याधुनिक शहरी क्षेत्र में बदलने का सपना धीमी गति, अतिक्रमण और ज़मीन अधिग्रहण में रुकावटों की वजह से अब अधर में लटक गया है। इस बीच, मार्च 2025 में केंद्र सरकार ने स्मार्ट सिटी मिशन की अवधि समाप्त कर दी, जिससे अब आगे की फंडिंग पूरी तरह से बंद हो गई है। अब तक कितना हुआ काम? कुछ ही हिस्से हुए पूरे स्मार्ट सिटी प्रोजेक्ट के तहत केवल कुछ ही हिस्सों जैसे हाट बाजार, स्मार्ट रोड, बुलेवर्ड रोड और दशहरा ग्राउंड का निर्माण पूरा हुआ है। तीन स्मार्ट रोड अब भी अधूरी हैं। ABD क्षेत्र में विकसित कमर्शियल प्लॉट्स में से केवल 20% की बिक्री ही हो पाई है। कई बुक किए गए प्लॉटों की पेमेंट अधूरी है और अतिक्रमण अब भी मौजूद हैं, जिससे राजस्व व विकास दोनों पर असर पड़ा है। क्या कहती हैं अधिकारी? स्मार्ट सिटी CEO अंजू अरुण कुमार ने Free Press से बातचीत में कहा, “हम शेष अतिक्रमण हटाने की पूरी कोशिश कर रहे हैं। निवासियों के पुनर्वास की योजना बनाई जा रही है ताकि सभी अवैध निर्माण हटाए जा सकें।” अब आगे क्या? केंद्र सरकार की ओर से अब कोई वित्तीय सहयोग नहीं मिलेगा। राज्य सरकार और स्थानीय निकायों पर यह जिम्मेदारी आ गई है कि वे बचे हुए प्रोजेक्ट को अपने संसाधनों से पूरा करें या फिर इसे नई रूपरेखा के तहत पुनः विचार करें। भोपाल स्मार्ट सिटी की यह स्थिति देश भर में चल रही स्मार्ट सिटी परियोजनाओं की हकीकत और चुनौतियों को उजागर करती है — जहां उच्च आकांक्षाओं और जमीनी सच्चाई के बीच गहरी खाई दिखती है।

It is a step taken in alignment with my long-term life goals and the wishes of my family members,” the statement read. The 2012-batch officer, who still had 21 years of service remaining, made it clear that the choice was independent and deliberate, asserting that rumors of external compulsion were baseless and misleading. An IIM Indore alumnus with a Master’s degree, Kaushal appears set to transition into the corporate world. Expressing deep gratitude, he thanked the State government, colleagues, seniors, juniors, and citizens for shaping his journey. “Serving in the IPS has been the most fulfilling and enriching journey of my life. Andhra Pradesh has been a privilege, and I will always carry the people of this state in my heart with affection and pride,” he said. As he looks ahead, Kaushal underlined his intent to contribute to society through new and meaningful avenues, leaving behind a legacy of service marked by integrity, innovation, and public trust.
